Stratēgia as a City Government: Stratēgos of Anatolian Cities in Hellenistic Period

Öz: Askeri işlerin yönetimiyle ilgili olan stratēgia anlam, görev ve yetki bakımından zamanla değişime uğramıştır. Klasik Dönem’de sadece askeri mahiyette olan bu memurluk, Hellenistik Dönem’e gelindiğinde ise askeri işlevini korumanın yanı sıra yavaş yavaş sivil bir göreve dönüşmüştür. Bu görevi üstlenen kişiler kent içerisinde çok önemli bir konumda olup prytanis’ler gibi yönetimle ilgili hususlarla ilgilenmişlerdir. Stratēgos’ların Danışma ve Halk meclisleri toplanmadan önce çeşitli teklifler sunma, yasa tasarısı önerme ve mecliste alınan kararları ilan etme gibi çeşitli görevleri söz konusudur. Bununla birlikte Roma İmparatorluk Dönemi’nde Pax Romana ile uzun soluklu bir barış döneminin başlamasının ardından strategia askeri fonksiyonunu yitirmiş ve tamamen sivil bir memuriyet olmuştur. Bu makalede stratēgos’luk memuriyeti Hellenistik Dönem’le sınırlandırılarak, epigrafik belgeler ve antik kaynaklar doğrultusunda incelenmektedir. Bu görevi üstlenen stratēgos’ların görev değişim süreci, üstlendikleri yükümlülükler, görev tanımları, kent içindeki konumları, iş birliği içinde oldukları diğer memuriyetler ve görev süreleri detaylarıyla ortaya konmaya çalışılacaktır.

Abstract: Stratēgia, which is related to the management of military affairs, has changed over time in terms of meaning, duty and authority. In Classical Period civic servants, who were merely military, has gradually turned into a civic officer as well as maintaining its military function in Hellenistic Period. The people who undertook this task were also in a very important position within the city and they were interested in management issues such as prytanis. The Stratēgoi have various duties, such as presenting various proposals, proposing legislative proposals before the council and the people’s assemblies and declaring the decisions made. However, after the beginning of a long-term peace period with Pax Romana in Roman period, stratēgia lost its military function and became a civic officer. In this paper, the office of stratēgos in the direction of epigraphical documents and ancient sources is examined by being limited to the Hellenistic Period. It is tried to reveal the details of the duty change process, obligations, the definitions of their missions, positions in the city, other civil servants in the business association and their terms of office.
