Yeni-Asur ve Pers Kraliyet Posta Sistemleri Üzerine Değerlendirmeler

Öz: Eski Yakın Doğu devletlerinde MÖ III. binyılın ikinci yarısından itibaren resmi yazışmalarla ilgili çok sayıda delil günümüze kadar ulaşmıştır. Devletlerin merkezi yönetimleriyle hem eyaletlerdeki resmi görevlileri veya vasalları hem de yabancı devlet yöneticileri arasında gerçekleşen bu yazışmalar imparatorluk hızlı posta sisteminin nasıl yürütüldüğü sorusunu aklımıza getirmektedir. Bu devletler posta hizmetlerini güvenli, verimli ve hızlı bir şekilde yürütebilmek için ana yol güzergâhlarının altyapı çalışmalarına önem vermiş olmalıdır. Hatta özellikle Kraliyet yolları üzerinde belli aralıklarda posta istasyonları ve dinlenme yerleri kurdurmuşlar, buraları gerekli binek hayvanları ve görevlilerle donatmışlardır. Bu istasyonlar aracılığıyla mesajlar çok daha hızlı bir şekilde ulaştırılmıştır. Her bir istasyon aralığında at ve ulaklar yenilenmiştir. Devletlerarasındaki yazışmalarla ilgili delillerin bolluğuna rağmen, böylesine bir posta hizmetinin varlığı ve işlevselliği ile ilgili yeterli deliller sadece Yeni-Asur ve Pers Akhaimenid İmparatorlukları döneminden gelmektedir. Biz bu çalışmamızda her iki İmparatorlukta yürütülen aktarmalı hızlı posta sisteminin detaylarını açıklamaya çalışacağız. Bu sayede Pers Akhaimenid İmparatorluğu’nun geniş topraklarında irtibat kurma ve haberleş­menin özellikle Pers kraliyet yolları ana güzergâhları üzerinde çok daha fazla mümkün kılındığını ön göreceğiz.

Abstract: Lots of evidence of official correspondence from the Ancient Near East states has reached to present day starting from the second half of the IIIrd millennium BC. These correspondences not only between the central governments of the states and both officials or their vassals but also with the foreign state administrators raise the question of how the imperial express post system was being carried out. These states should have given importance to the infrastructure works of the main road routes in order to carry out the postal services safely, efficiently and quickly. They even erected post-stations and resting places, especially on the Royal roads, at certain intervals and equipped them with horses and men to take care of them. Messaging was delivered much faster by means of these stations. Each horse and man at these intervals was renewed. It is even said that the night-messengers succeeded the day-messengers in relays. Despite the abundance of evidence on correspondence between states, the sufficient evidence for the existence and functionality of such a high speed relay post comes from the Neo-Assyrian and Persian Achaemenid empires. In this study, we will try to explain the details of the high speed relay post service carried out in both of the Empires. It is also assumed that the connectivity and communication within the vast territorial extent of the Persian Achaemenid Empire had been enabled to a great deal especially along the main routes of Persian royal road.
